“AFRICA NETWORK 2000”
From 1997, as treatments were arriving in the North, the French association AIDES introduced international action programmes based on partnerships with local associations fighting against AIDS in Africa. These actions were mainly aimed at reinforcing the associations’ ability to carry out prevention and treatment projects to help people living with HIV/AIDS from a medical, psychological and social welfare point of view.

The programmes led to the setting-up of a network of 17 associations from 9 countries (Burkina Faso, Burundi, Ivory Coast, France, Guinea Conakry, Mali, Niger, Senegal and Togo) and showed the feasibility of giving access to antiretroviral treatments in the African countries.

Since 1997, the 17 associations have formed the Africa Network 2000, a platform for North-South and South-South exchanges of associative expertise. In addition to creating theme-based groups, Africa Network 2000 also has the role of offering training courses to its members and providing them with individual technical support.

The French association AIDES acts as a facilitator in implementing these activities, partly financed by the support programme for the community mobilisation of MAAIONG agreement (Mission of Support for the International Action of the NGOs), the French Ministry of Foreign Affairs (www.diplomatie.gouv.fr); AIDES donors and Pfizer Laboratories.


    THE DONYA TRAINING CENTRE
    In 2002, the ARCAD/AIDS association, a member of Africa Network 2000, opened a training centre in Bamako with the support of AIDES. The centre is known as “Donya” (which means “knowledge” in Bambara) and aims to train the human resources required at the West African sub-regional level in order to move to the scale and decentralisation of global AIDS treatment activities.


IN 10 YEARS, AFRICA NETWORK 2000 HAS:
·    demonstrated the feasibility of providing quality care for people living with HIV through local associations;
·    strengthened collaboration between people living with HIV and health professionals;
·    broadened treatment for transmission from mother to child to family care;
·    encouraged communities to mobilise to preserve the dignity of infected people.

The accumulation of good associative practices in the field of global care led to the publication in October 2001 of a guide entitled “Associative responses to the fight against AIDS in Africa” , and, in July 2004, of a guide on twinning, “Twinning: an inter-associative mutual support approach”, which may be downloaded in English and French. In addition, in 2003, MILAN published “AIDS in Africa” in partnership with AIDES, in the Les Essentiels collection.

 
EXTENDING PARTNERSHIPS IN CENTRAL AFRICA

The success of Africa Network 2000 encouraged other associations in Central Africa to contact AIDES with a view to a similar partnership. In 2005, AIDES organised a cycle of exploratory missions in Central Africa to identify new partners in the sub-region.

Using the experience of its international partnerships in Africa Network 2000, AIDES put forward a project to mobilise the organisations involved and to circulate associative expertise in order to improve the quality of global care being offered to HIV sufferers (including antiretroviral treatments) in 8 Central African countries (Cameroon, CAR, Gabon, DRC, Chad, Rwanda, Burundi and Congo-Brazzaville). 

The new partners in Central Africa met in March 2006 in Yaoundé, Cameroon, to validate the principle of working together along the lines of the model for exchanges used in Africa Network 2000.

THE STRATEGIES decided on in Yaoundé were:
1)    investment in human resources through the training of association staff
2)    the construction of an argument (local, regional, international) in favour of universal, free access to quality care including ARV treatments
3)    the structuring and development of associations to encourage greater involvement in the fight.

THE TOOLS offered by AIDES in association with Africa Network 2000 are:
-annual strategic theme-based workshops
-group training several times a year
-individual technical support, including support missions


All of AIDES’ partners in Africa are also partners of the ELSA platform, (“Let’s Work Together to fight AIDS in Africa www.plateforme-elsa.org) of which AIDES is one of the five founder members.
